Ogun Sustains Fiscal Transparency, Breaks 2024 IGR Record

In a continued demonstration of its commitment to transparency, accountability, and financial efficiency, the Ogun State Government hosted the 2025 edition of the Citizens’ Consultative Forum under the Ogun State Fiscal Sustainability Programme (OGFSP), revealing a record-breaking Internally Generated Revenue (IGR), the highest in the State’s history.

This was disclosed during the presentation of the Citizens’ Accountability Report, based on the Audited Financial Statements for 2024, at the Ministry’s Conference Room, Oke-Mosan, Abeokuta.

The forum, which included representatives from Citizens accountability groups, NGOs, Community-Based Organisations (CBOs), Civil Society Organisations (CSOs), and members of the public, highlighted the state’s dedication to openness through the Ogun State Fiscal Sustainability Programme.

The Accountant-General and Permanent Secretary, State Treasury, Mr Tunde Aregbesola, who led the meeting, emphasised the state’s commitment to an open-door policy that enables citizens to participate meaningfully in governance and decision-making processes. He noted that the state has consistently prioritised citizens’ inclusion.

He further reiterated that representatives of civil society and community groups are not only well-informed but are also empowered to ask direct questions and demand accountability from government, which serves the purpose of fostering trust and participatory democracy.

Describing the year 2024 budget, christened “Budget of Sustained Growth and Development,” Aregbesola said the total budget for 2024 stood at ₦703 billion, with ₦415 billion earmarked for capital expenditure and ₦287 billion for recurrent spending.

At the close of the fiscal year, the state recorded actual revenue of ₦595.9 billion, representing 85 per cent of the budget target, while actual expenditure stood at ₦483.2 billion and accounted for 69 per cent of the budget performance.

The Internally Generated Revenue (IGR) for the year reached a record ₦194.65 billion, the highest in the state’s history, representing 83 per cent of the budgeted figure of ₦234.3 billion. This reflects a 33 per cent increase compared to 2023, a landmark achievement the state expects to surpass in 2025.

Aregbesola stressed that Ogun State benefited from development assistance through multilateral and donor agencies, which translated to aid and grants exceeding expectations, delivering 166 per cent performance relative to the State’s budgeted targets, a testament to Ogun’s investor-friendly policies, secure environment, and efficient planning.

In his remarks, the Permanent Secretary, Ministry of Finance, Mr Adesina Towolawi, said the forum has enhanced the government’s transparency and brought governance closer to the people, enabling citizens to have direct access to information and provide feedback that helps improve planning.

All the Citizens’ representatives in attendance, Non-Governmental Organisations (NGOs), Community-Based and Civil Society Organisations, lauded the State Government for its continued efforts in fiscal transparency and citizens’ engagement, giving room for the operations of the Fiscal Sustainability Programme (OGFSP) aimed at sustaining the gains of the SFTAS PforR that was successfully implemented in the State.

Ogun State’s commitment to sustaining the gains of SFTAS and continuing with programmes like OGFSP was commended. The openness and consistency in involving citizens in governance have set the State ahead of others.
